He was born on the 29thof November 1965 in Goychay region.

In 1972 he moved to Krasnodar province in Russia but 5 years, later returned back to Baku. He finished secondary school #229 in Nizami district of Baku city. He worked at the Advertisment Production Enterprise of “Azerittifaq” till 1982.

 He was called for military service in 1983. And two years later, in 1985 he was demobilized from the army. In 1987, he entered  The School of Warrant Officers and Ensigns # 190 of the  Red Flag Black Sea Military Navy. Yuri, as a person of honor and dignity was very much troubled by the fact that Azerbaijani lands were invaded and the ethnic Azeris were banished from their lands by force. Therefore, he was enlisted in the Special Police Squad of Ministry of Internal Affairs on the 15th of September, 1990. He fought bravely in many battles for the country. Yuri showed great courage in releasing many villages of Goranboy region. The enemy snipers were looking for him everywhere and they put 150 000 rubles ransom on his head. On the 3rd of October, 1991, Kovalyov was returning from another operation in Khojavend region and was heading towards Agdam region. The enemy suddenly started firing at his car and Yuri was severely wounded. But the fire would not stop. The brave police sergeant Yuri, who loved Azerbaijan with all his existence and considered it as his own motherland was brutally killed Khojaviend region.

He was married and survived by two daughters.

Kovalyov Yuri Petrovich was posthumously awarded the title of “National Hero of Azerbaijan” by the decree # 831 of the president of Azerbaijani republic on the 6th of June, 1992. He was buried in the Alley of Martyrs in Baku. School #229 is named after the hero.
